When you land in Yuma, call one of the following cab services to drive you 20 minutes to the boarder. Yuma is a small airport so it doesn't take long to get there. For flight planning purposes try to arrive Yuma airport by noon because the boarder closes every day at 2PM, due to COVID precautions.

Rent a car and drive to Yuma. If you arrive into San Diego early enough, you might make it cross the boarder before 2 PM. Driving and rushing to get across the boarder in time may create additional stress. You may need to stay overnight in Yuma.
If you fly into San Diego, it's doubtful you'll make it across the Mexican boarder in time, as closes every day at 2PM, , because of COVID, which means you'll need to get a room in Yuma, and call one of the services above to drive you to the boarder the next day.

Taking a shuttle from Phoenix may be difficult to cross the boarder by 2PM, you may need to get a room in Yuma. If you consider $200 or more for the shuttle, and a room in Yuma, you may as well pay a bit extra, fly directly into Yuma, save yourself the time and frustration.

You won't show your passport as you enter Mexico, but you will show it when you leave, so make sure you have it.
